Newly-disclosed records show cabinet in secret session in 1992 feared consequences of rising immigration quotas. “Canadians perceived the immigration system to be out of control,” then-Immigration Minister Bernard Valcourt told cabinet: “The refugee system was being abused and the number of failed claimants who could not be removed was growing at the rate of 1,000 per month.”
